This paper discusses the post-trial access to drugs for patients who participated in clinical trials in Brazil. The ethical guidance for clinical trials in Brazil is arguably one of the clearest in the world in attributing to research sponsors the responsibility for providing post-trial drugs to patients who participated in their experiments. The Federal Constitution recognizes health as a fundamental right to be fulfilled by the State. Based on the Brazilian constitution and on the National Health Council resolutions, courts have (...) been accepting patients' claims and ordering the State and the pharmaceutical companies to provide these patients with the tested treatment in the quantity and duration they need it. This generous interpretation of the duties of the pharmaceutical companies and the State makes the Brazilian model for post-trial access unique when compared to the experience of other countries and thus should be followed with attention by future research in order to assess its consequences for patients, research sponsors, and the public health system. This paper discusses so-called post-trial access to drugs for patients who participated in clinical trials in Brazil. Brazil is currently a relevant country for the pharmaceutical industry due to the dimensions of its actual and potential market. As a consequence, the number of pharmaceutical trials has been rising. It is the largest market for pharmaceutical companies in Latin America, the 8th biggest in the world and second only to China among the so-called BRICS’s emerging countries. The demand for pharmaceutical products (...) in the country has been increasing by double digits over the last few years, reaching 20% in 2008. Not surprisingly, we are also witnessing a steady increase in the number of applications by national and international pharmaceutical companies before ethical research authorities for authorization to perform clinical trials of drugs. In Brazil, the CNPq provides grants, funds and fellowships to productive scientists to support their investigations. They are ranked and categorized into four hierarchical levels ranging from PQ 1A to PQ 1D. Few studies, however, report and analyse scientific productivity in different sub-fields of Biomedical Sciences, e.g., Biochemistry, Pharmacology, Biophysics and Physiology. In fact, systematic comparisons of productivity among the PQ 1 categories within the above sub-fields are lacking in the literature. Here, the scientific productivity of 323 investigators receiving PQ (...) 1 fellowships in these sub-fields of BS was investigated. The Scopus database was used to compile the total number of articles, citations, h-index values and authorship positions in the most cited papers by researchers granted CNPq fellowships. We found that researchers from Pharmacology had the best performance for all of the parameters analysed, followed by those in Biochemistry. There was great variability in scientific productivity within the PQ 1A level in all of the sub-fields of BS, but not within the other levels. Analysis of the most cited papers of PQ 1 researchers in Pharmacology revealed that the citations of researchers in the 1C and 1D levels were associated with publications with their senior supervisors, whereas those in the 1B level were less connected with their supervisors in comparison to those in 1A. Taken together, these findings suggest that the scientific performance of PQ 1A researchers in BS is not homogenous. In our opinion, parameters such as the most cited papers without the involvement of Ph.D. and/or post-doctoral supervisors should be used to make decisions regarding any given researcher’s fellowship award level. O presente artigo procura sintetizar o debate entre três autores sobre o Cristianismo e Religiões. Sendo o Cristianismo o tema central, a sua atitude em relação a outras religiões é apresentada numa forma mais ampla por Frei Félix Neefjes. Depois discute-se o Judaísmo (Reynaldo Luiz Calvo) e o Islamismo (Daniel José Fernandes Rocha) e as atitudes recíprocas entre essas três religiões.

A gênese histórica da paróquia e seu desenvolvimento estrutural em relação à história da Igreja é a problemática central à qual este texto está subordinado. Por esta razão, o texto parte da etimologia do termo paróquia à compreensão de suas origens e matrizes dentro da concepção do cristianismo nascente e em suas raízes bíblicas, sem a pretensão de apresentar críticas e reformulações da estrutura paroquial. O respectivo trabalho toma como alicerce os decorrentes períodos e fatos históricos da Igreja para caracterizar (...) e contextualizar o desenvolvimento da paróquia que, desde os primórdios, está subordinada a estruturas de autoridades eclesiais. O seguinte texto vale-se de documentos importantes que contextualizam a visão, função e organização da paróquia como parte fundamentalmente integrante do corpo eclesial, bem como conceituam juridicamente esta comunidade de fé, célula da Igreja Particular. Após um apanhado geral da genealogia eclesiástica, com o desenvolvimento paroquial no seu interior, o presente trabalho atem-se a contextualizar a visão que a paróquia assumiu dentro da eclesiologia do XXI Concílio Ecumênico da Igreja Católica, o Concílio Vaticano II e do Código do Direito Canônico de 1983 em comparação com o Código Pio-beneditino. Therapeutic strategies capable of inducing and enhancing prosthesis embodiment are a key point for better adaptation to and acceptance of prosthetic limbs. In this study, we developed a training protocol using an EMG-based human-machine interface that was applied in the preprosthetic rehabilitation phase of people with amputation. This is a case series with the objective of evaluating the induction and enhancement of the embodiment of a virtual prosthesis. Six men and a woman with unilateral transfemoral traumatic amputation without previous use (...) of prostheses participated in the study. Participants performed a training protocol with the EMG-based HMI, composed of six sessions held twice a week, each lasting 30 mins. This system consisted of myoelectric control of the movements of a virtual prosthesis immersed in a 3D virtual environment. Additionally, vibrotactile stimuli were provided on the participant’s back corresponding to the movements performed. Embodiment was investigated from the following set of measurements: skin conductance response, crossmodal congruency effect, ability to control the virtual prosthesis, and reports before and after the training. The increase in the skin conductance response in conditions where the virtual prosthesis was threatened, recalibration of the peripersonal space perception identified by the crossmodal congruency effect, ability to control the virtual prosthesis, and participant reports consistently showed the induction and enhancement of virtual prosthesis embodiment. Therefore, this protocol using EMG-based HMI was shown to be a viable option to achieve and enhance the embodiment of a virtual prosthetic limb. (shrink)

Our approach to emotion emphasized three key ingredients. We do not yet have a mature science of emotion, or even a consensus view—in this respect we are more hesitant than Sander, Grandjean, and Scherer or Luiz Pessoa. Relatedly, a science of emotion needs to be highly interdisciplinary, including ecology, psychology, neuroscience, and philosophy. We recommend a functionalist view that brackets conscious experiences and that essentially treats emotions as latent variables inferred from a number of measures. But our version of (...) functionalism is not definitional or ontological. It is resolutely methodological, in good part because it is too early to attempt definitions. (shrink)

The aim of this paper is to describe and defend the moving spotlight theory of time. I characterise the moving spotlight theory as the conjunction of two theses: permanentism, the thesis that everything exists forever, and the A-theory, the thesis that there is an absolute, objective present time. I begin in Sect. 2 by clearing up some common misconceptions about the moving spotlight theory, focusing on the discussion of the theory in Sider. In doing so, I also fill-out the barebones (...) picture of the moving spotlight theory as the conjunction of permanentism and the A-theory. In Sect. 3 I show how moving spotlighters can avoid the two common objections to their view, the McTaggartian argument that the view is contradictory, and the epistemic argument that the view implies that we should believe we are not located at the present moment. I conclude that the moving spotlight theory does not deserve its current relative unpopularity. (shrink)

Predictive processing has recently been advanced as a global cognitive architecture for the brain. I argue that its commitments concerning the nature and format of cognitive representation are inadequate to account for two basic characteristics of conceptual thought: first, its generality—the fact that we can think and flexibly reason about phenomena at any level of spatial and temporal scale and abstraction; second, its rich compositionality—the specific way in which concepts productively combine to yield our thoughts. Let us begin with what all of us here agree on: folk psychology is not immune to revision. It has a certain vulnerability in principle. Any particular part of it might be overthrown and replaced by some other doctrine. Yet we disagree about how likely it is that that vulnerability in principle will turn into the actual demise of large portions--or all--of folk psychology. I am of the view that folk psychology is here for the long haul, and for some (...) very good reasons. But I am not going to concentrate on that in my remarks. What nobody has bothered saying here yet, but is probably worth saying, is that for all of its blemishes, warts and perplexities, folk psychology is an extraordinarily powerful source of prediction. It is not just prodigiously powerful but remarkably easy for human beings to use. We are virtuoso exploiters of not so much a theory as a craft. That is, we might better call it a folk craft rather than a folk theory. The theory of folk psychology is the ideology about the craft, and there is lots of room, as anthropologists will remind us, for false ideology. (shrink)

Hybrid metaethical theories attempt to incorporate essential elements of expressivism and cognitivism, and thereby to accrue the benefits of both. Hybrid theories are often defended in part by appeals to slurs and other pejoratives, which have both expressive and cognitivist features. This paper takes far more seriously the analogy between pejoratives and moral predicates. It explains how pejoratives work, identifies the features that allow pejoratives to do that work, and models a theory of moral predicates on those features. The result (...) is an expressivist theory that, among other advantages, is immune to embedding difficulties and avoids an overlooked difficulty concerning attitude ascriptions that is lethal to most other hybrid theories. Human languages vary in many ways but also show striking cross-linguistic universals. Why do these universals exist? Recent theoretical results demonstrate that Bayesian learners transmitting language to each other through iterated learning will converge on a distribution of languages that depends only on their prior biases about language and the quantity of data transmitted at each point; the structure of the world being communicated about plays no role (Griffiths & Kalish, , ). We revisit these findings and show that when (...) certain assumptions about the relationship between language and the world are abandoned, learners will converge to languages that depend on the structure of the world as well as their prior biases. These theoretical results are supported with a series of experiments showing that when human learners acquire language through iterated learning, the ultimate structure of those languages is shaped by the structure of the meanings to be communicated. What is understanding? My goal in this paper is to lay out a new approach to this question and clarify how that approach deals with certain issues. The claim is that understanding is a matter of compressing information about the understood so that it can be mentally useful. On this account, understanding amounts to having a representational kernel and the ability to use it to generate the information one needs regarding the target phenomenon. I argue that this ambitious new account (...) can accommodate much of the data that has motivated theories of understanding in philosophy of science, and can also be generally applicable in epistemology and daily life as well. Functional localization has historically been one of the primary goals of neuroscience. There is still debate, however, about whether it is possible, and if so what kind of theories succeed at localization. I argue for a contextualist approach to localization. Most theorists assume that widespread contextual variability in function is fundamentally incompatible with functional decomposition in the brain, because contextualist accounts will fail to be generalizable and projectable. I argue that this assumption is misplaced. A properly articulated contextualism can ground (...) successful theories of localization even without positing completely generalizable accounts. Via a case study from perceptual neuroscience, I suggest that there is strong evidence for contextual variation in the function of perceptual brain areas. I then outline a version of contextualism that is empirically adequate with respect to this data, and claim that it can still distinguish brain areas from each other according to their functional properties. Finally, I claim that the view does not fail the norms for good theory in the way that anticontextualists suppose. It is true that, on a contextualist view, we will not have theories that are completely generalizable and predictive. We can, however, have successful partial generalizations that structure ongoing investigation and lead to novel functional insight, and this success is sufficient to ground the project of functional localization. In the first book-length study of American philosophy at the turn of the century, Daniel J. Wilson traces the formation of philosophy as an academic discipline. Wilson shows how the rise of the natural and physical sciences at the end of the nineteenth century precipitated a "crisis of confidence" among philosophers as to the role of their discipline. Deftly tracing the ways in which philosophers sought to incorporate scientific values and methods into their outlook and to redefine philosophy itself, (...) Background Our objective was to evaluate whether the description of a machine learning (ML) app or brain imaging technology to predict the onset of schizophrenia or alcohol use disorder (AUD) influences healthcare professionals’ judgments of stigma, empathy, and compassion. Methods We randomized healthcare professionals (N = 310) to one vignette about a person whose clinician seeks to predict schizophrenia or an AUD, using a ML app, brain imaging, or a psychosocial assessment. Participants used scales to measure their judgments of stigma, (...) empathy, and compassion. Results Participants randomized to the ML vignette endorsed less anger and more fear relative to the psychosocial vignette, and the brain imaging vignette elicited higher pity ratings. The brain imaging and ML vignettes evoked lower personal responsibility judgments compared to the psychosocial vignette. Physicians and nurses reported less empathy than clinical psychologists. Conclusions The use of predictive technologies may reinforce essentialist views about mental health and substance use that may increase specific aspects of stigma and reduce others. (shrink)

A large body of research in political science claims that the way in which democratic citizens think about politics is motivationally biased by partisanship. Numerous critics argue that the evidence for this claim is better explained by theories in which party allegiances influence political cognition without motivating citizens to embrace biased beliefs. This article has three aims. First, I clarify this criticism, explain why common responses to it are unsuccessful, and argue that to make progress on this debate we need (...) a more developed theory of the connections between group attachments and motivated reasoning. Second, I develop such a theory. Drawing on research on coalitional psychology and the social functions of beliefs, I argue that partisanship unconsciously biases cognition by generating motivations to advocate for party interests, which transform individuals into partisan press secretaries. Finally, I argue that this theory offers a superior explanation of a wide range of relevant findings than purely non-motivational theories of political cognition. (shrink)

Despite growing interest in risks of societal collapse due to anthropogenic climate change, there exists no consensus about how collapse should be understood. In this article, we critically examine existing definitions and argue that none adequately address the challenges for conceptualizing collapse that climate change presents. We therefore propose an alternative conception, which regards collapse as a reduction of collective capacity resulting in a pervasive and difficult-to-reverse loss of basic functionality. Our conception is dynamic in that it focuses on the (...) interrelations of constituent subsystems. The first major section of the Critique of Pure Reason, the Transcendental Aesthetic, is concerned with the nature of space and time, and with the nature of our representation of them. In interpretations of this part of the Critique, there is a very widespread tendency to present Kant’s discussion of space as attempting to establish that the representation of space is a condition for individuating or distinguishing objects, and that it is on this basis that Kant establishes the apriority of (...) this representation. I believe that this way of interpreting the Aesthetic is wholly misguided. The interpretive tendency I have in mind takes a number of different forms. On one approach, the role of space is to allow us to distinguish objects even if they are qualitatively identical. This represents Kant as making a certain kind of anti-Leibnizian point, one that concerns Leibniz’s principle of the identity of indiscernibles. On another approach, space—or something closely analogous to space—is regarded as essential on account of its role in allowing us to re-identify objects over time. Interpretations of Kant that follow the second approach are largely inspired by Strawson’s discussions of these matters in chapter 2 of Individuals. (shrink)

Cohen covers the nature of arguments, their modes and structures, and the principles of their evaluation, and addresses the nature of metaphors, their place in language and thought, and their connections to arguments, identifying and reconciling arguments' and metaphors' respective roles in philosophy.

The psychological condition of being happy is best understood as a matter of a person's emotional condition. I elucidate the notion of an emotional condition by introducing two distinctions concerning affect, and argue that this “emotional state” view is probably superior on intuitive and substantive grounds to theories that identify happiness with pleasure or life satisfaction. Life satisfaction views, for example, appear to have deflationary consequences for happiness’ value. This would make happiness an unpromising candidate for the central element in (...) a theory of well-being, as it is in L. W. Sumner's work. In recent years, neuroscience has begun to transform itself into a “big data” enterprise with the importation of computational and statistical techniques from machine learning and informatics. In addition to their translational applications such as brain-computer interfaces and early diagnosis of neuropathology, these tools promise to advance new solutions to longstanding theoretical quandaries. Here I critically assess whether these promises will pay off, focusing on the application of multivariate pattern analysis (MVPA) to the problem of reverse inference. I argue that (...) MVPA does not inherently provide a new answer to classical worries about reverse inference, and that the method faces pervasive interpretive problems of its own. Further, the epistemic setting of MVPA and other decoding methods contributes to a potentially worrisome shift towards prediction and away from explanation in fundamental neuroscience. (shrink)

In this paper, we argue that, contra Strevens (2013), understanding in the sciences is sometimes partially constituted by the possession of abilities; hence, it is not (in such cases) exhausted by the understander’s bearing a particular psychological or epistemic relationship to some set of structured propositions. Specifically, the case will be made that one does not really understand why a modeled phenomenon occurred unless one has the ability to actually work through (meaning run and grasp at each step) a model (...) simulation of the underlying dynamic. Previous research has demonstrated how emotion resembling cues in the face help shape impression formation. Perhaps most notable in the literature to date, has been work suggesting that gender-related appearance cues are visually confounded with certain stereotypic expressive cues. Only a couple studies to date have used computer vision to directly map out and test facial structural resemblance to emotion expressions using facial landmark coordinates to estimate face shape. In one study using a Bayesian network classifier trained to detect emotional (...) expressions structural resemblance to a specific expression on a non-expressive face was found to influence trait impressions of others. In another study, a connectionist model trained to detect emotional expressions found different emotion-resembling cues in male vs. female faces. Despite this seminal work, direct evidence confirming the theoretical assertion that humans likewise utilize these emotion-resembling cues when forming impressions has been lacking. Across four studies, we replicate and extend these prior findings using new advances in computer vision to examine gender-related, emotion-resembling structure, color, and texture and their impact on gender-stereotypic impression formation. We show that all three are meaningfully related to human impressions of emotionally neutral faces. Further when applying the computer vision algorithms to experimentally manipulate faces, we show that humans derive similar impressions from them as did the computer. (shrink)

What I find particularly valuable in the juxtaposition of these three essays on my book is the triangulation made possible by their different versions of much the same story. I present my view as a product of cognitive science, but all three express worries that it may involve some sort of ominous backsliding towards the evils of behaviorism. I agree with Baars and McGovern when they suggest that philosophy has had some baleful influences on psychology during this century. George Miller's account of those dreary days is not an exaggeration, and the effects still linger in some quarters. The psychological condition of happiness is normally considered a paradigm subjective good, and is closely associated with subjectivist accounts of well-being. This article argues that the value of happiness is best accounted for by a non-subjectivist approach to welfare: a eudaimonistic account that grounds well-being in the fulfillment of our natures, specifically in self-fulfillment. And self-fulfillment consists partly in authentic happiness. A major reason for this is that happiness, conceived in terms of emotional state, bears a special relationship to the (...) self. These arguments also point to a more sentimentalist approach to well-being than one finds in most contemporary accounts, particularly among Aristotelian forms of eudaimonism. (shrink)

Daniel Whistler argues that Hemsterhuis' philosophy matters and that its exclusion from the canon of modern philosophy has been unjust. This is not just because of its influence on later thinkers, but is primarily because Hemsterhuis' philosophy contains a rich assemblage of ideas and philosophical practices.

Einstein’s razor, a corollary of Ockham’s razor, is often paraphrased as follows: make everything as simple as possible, but not simpler. This rule of thumb describes the challenge that designers of a legal system face—to craft simple laws that produce desired ends, but not to pursue simplicity so far as to undermine those ends. Complexity, simplicity’s inverse, taxes cognition and increases the likelihood of suboptimal decisions. In addition, unnecessary legal complexity can drive a misallocation of human capital toward comprehending and (...) complying with legal rules and away from other productive ends. While many scholars have offered descriptive accounts or theoretical models of legal complexity, most empirical research to date has been limited to simple measures of size, such as the number of pages in a bill. No extant research rigorously applies a meaningful model to real data. As a consequence, we have no reliable means to determine whether a new bill, regulation, order, or precedent substantially effects legal complexity. In this paper, we begin to address this need by developing a proposed empirical framework for measuring relative legal complexity. This framework is based on “knowledge acquisition”, an approach at the intersection of psychology and computer science, which can take into account the structure, language, and interdependence of law. We then demonstrate the descriptive value of this framework by applying it to the U.S. Code’s Titles, scoring and ranking them by their relative complexity. We measure various features of a title including its structural size, the net flow of its intra-title citations and its linguistic entropy. Our framework is flexible, intuitive, and transparent, and we offer this approach as a first step in developing a practical methodology for assessing legal complexity. (shrink)
